Bill Rouzer, Treasurer – Life member of OAEA.  He graduated from the University of North Carolina, Chapel Hill NROTC program in 1966 and spent ten years on active duty in the Supply Corps.

His last tour was with Naval Support Forces Antarctica as Material Control Officer.  After discharge in 1976, he joined the Naval Reserve serving several different commands including the Naval Research Branch Office in Pasadena, CA and Naval Regional Contracting Center. Long Beach, CA.  He eventually retired as a Captain.  As a civilian, he held ever increasing responsibilities in Contract Management for aerospace companies in Southern California.  Along the way, he earned an MBA degree from Pepperdine University, passed the Certified Professional Contract Management exam, and became a Fellow in the National Contract Management Association.  He also helped develop the University of California, Irvine Extension’s Contract Management Certificate program and taught its introductory course.

He resides with his wife in Yorba Linda, CA.  They have a daughter, a son, and three grandchildren.  He enjoys many activities including bicycle touring.  He has ridden across the United States twice, along the West Coast, along the East Coast, and has cycled extensively in Europe.
